The trenched Interstate 5 artery through downtown has severed Balboa Park from downtown and divided historic neighborhoods. The San Diego Commons, a nonprofit formed by several civic-oriented professionals in 2019, builds upon several years work by likeminded community activists to repair the significant damage done to San Diego communities by developing cultural and natural resources accessible to all members of our society: a “Commons” in the form of parks developed on covers over portions of the Interstate 5 freeway downtown.
